Dr. Dan Orr is a founding partner of the ECS Law Firm that specializes in the application of personal finance law for the benefit of doctors, business owners, affluent individuals, and un-endowed 501 (c) (3) non-profit organizations.
Dr. Orr is an Oral & Maxillofacial Surgeon who is nationally recognized for his expertise and leadership in the development of permanent endowment programs that create perpetually multiplying funding for non-profit organizations including educational institutions, charities, and professional associations and specialty societies. He serves as Chairman of the National Advisory Board of the Doctors Economic Research Project and as a director of the Permanent Endowment Foundation.
After graduating cum laude from Brigham Young University and with honors from the University of Southern California School of Dentistry, Dr. Orr completed residencies in Oral & Maxillofacial Surgery at Los Angeles County/USC/Medical Center and in Anesthesiology at the University of Utah Medical Center, where he also earned a Master of Science in Anesthesiology. Dr. Orr then obtained a PhD in Biophysics from Columbia Pacific University, San Rafael, California. Dr. Orr subsequently graduated from William Howard Taft University School of Law and the University of Health Sciences at Antigua School of Medicine. Dr. Orr is a Diplomate of the American Board of Oral & Maxillofacial Surgery, the American Dental Board of Anesthesiology, and a Fellow and Trustee of the American College of Physician Lawyers. Dr. Orr is also a member of the California Bar.
Dr. Orr was an early adopter of planning programs developed from findings of the Doctors Economic Research Project. He participated in every phase of the evidence-based capital accumulation, capital distribution, and endowment creation planning programs that evolved into the New Economic Order Planning Program and became interested in the way in which the tax code provided opportunity for doctors and other highly productive individuals to make greater contributions to the perpetuation of values that were important to them, to their families, and to society.
Dr. Orr is currently Professor Emeritus, UNLV School of Dental Medicine, Clinical Professor, UNLV School of Medicine, Sports Medicine, Surgery, and an Adjunct Professor, Touro University School of Medicine, Jurisprudence. He is a Forensic Odontologist for the Clark County Nevada Coroner’s Office and the Post-Mortem Coordinator for Nevada’s USPHS National Disaster Medical System. Dr. Orr is also a member of the Nevada State Medical/Dental/Legal Screening Panel, and a court qualified expert in dental and medical legal issues. He has published extensively in the professional literature. Dr. Orr is a member of the Nevada State Board of Dental Examiners Anesthesia Committee, the Chairman of the Nevada State Society of Oral & Maxillofacial Surgeons Anesthesia Committee, and a past President of the NSSOMS. Dr. Orr is a member of the Sports Medicine Team for the UNLV Athletic Department, the AAA Pacific Coast League Las Vegas 51’s (L.A. Dodgers affiliate), and the PRCA National Finals Rodeo.
Dr. Orr is a Past President of the D.A.R.E. Community Board in Las Vegas, and a Lifetime Senior Member of the National Ski Patrol.
Craig Mellon is a founding partner of the ECS Law Firm that specializes in personal finance law. He is also a highly regarded financial consultant for doctors, business owners, affluent individuals, and un-endowed 501 (c) (3) non-profit organizations.
Mr. Mellon began financial consulting for productive individuals in 1995 as part of a pilot project for capital accumulation and capital distribution planning programs that had been developed from findings of the Economics of Life Research Project. Thousands of doctors, business owners and other productive individuals attended seminars reporting on the research project findings that began in 1973. Many participated in planning programs that were developed to enable them to prevent losses of millions of dollars to unnecessary income taxes and unnecessary risk investments by incorporating research-based planning principles, rules, and realities into their own economic lives. Findings from thousands of capital accumulation and capital distribution plans that were provided to productive doctors and business owners who were participants in the research projects were used to develop and continually improve this highly successful planning program.
After obtaining his law degree in 2000 he returned to the Economics of Life Research Project to assist his father, Monte N. Mellon, MD, an emergency room physician who had been a participant in the economic education and capital accumulation planning programs since the early 1980’s, with the development of a membership services department to assist doctors and other productive individuals who were participating in the capital accumulation, capital distribution, and endowment creation planning programs.
The concept of a law firm specializing in personal finance law evolved from his experiences with hundreds of planning clients who were unable to find attorneys who had any understanding of the Internal Revenue Code sections that formed the basis of the economic education and capital accumulation, capital distribution, and endowment creation planning programs for doctors that were developed from findings of the Economics of Life Research Project.
In 2010, a new strategic plan, the Progress Project, and a new planning program, The New Economic Order Planning Program, were developed to mitigate post-Great Recession retirement savings deficits of productive individuals, and to mitigate the post-Great Recession endowment funding deficits of 501 (c) (3) non-profit organizations.
After passing the California Bar in 2011 Mr. Mellon worked for several law firms as an independent contractor to gain experience in several areas of the practice of law.
In 2019 Mr. Mellon was appointed as a Research Associate of the Economics of Life Research Project because of his knowledge of and experience with the research-based planning programs. In 2020 he was asked to become a founding partner of the ECS Law Firm and General Counsel of the Permanent Endowment Foundation, the donor-advised 501 (c) (3) non-profit organization that establishes and administers the creation and intergenerational multiplication of endowment funding for charities and educational institutions that support values that are important to Permanent Endowment Program donors, their families and society.
In 2021 Mr. Mellon assumed a leadership position with ECS Planning, the entity that manages the New Economic Order Planning Program to introduce a unique new post-Pandemic Planning Strategy to replace 401 (k) Plans and Pension Plans with more efficient Leveraged Tax-free Life Income Plans, Guaranteed Outcome Defined Benefit Pension Plans, and 7702 B Plans.
These new plans utilize tax leverage, bank leverage, and endowment leverage to mitigate retirement savings deficits of doctors, business owners, and other productive individuals, and to mitigate the endowment deficits of 501 (c) (3) non-profit organizations.
ECS Law Firm attorneys also provide personal finance law services to other law firms and their clients. ECS Law Firm attorneys, who are specially trained in the ECS Planning utilization of personal finance law, are made available to assist outside law firms with personal finance planning for their clients.
